CHAPTER TWO

TYPES OF PRIVILEGES AND CATEGORIES OF PEOPLE SUBJECT TO PRIVILEGES

Article 3. Types of privileges and spheres of their application


1. In the Republic of Lithuania the following transport privileges are applied:

1) entitlement to free-of-charge ride;

2) entitlement to purchase ticket with discount;

3) entitlement to receive reimbursement of transport expenses.

2. Privileges provided for in items 1 and 2 of part 1 in this Article shall be applied when riding on distant regular communication buses, local (urban and suburban) regular communication buses and trolleybuses, passenger trains (in seated cars of classes 2 and 3 when the stations of the passenger's departure station and destination are within the territory of the Republic of Lithuania) and regular communication boats and ferries. The said privileges shall not be applied to those riding motorcars - taxis and route taxis.

Article 4. Entitlement to free-of-charge ride

1. In local (urban and suburban) regular communication buses and trolleybuses, distant regular communication buses, passenger trains, regular communication boats and ferries each passenger shall have the right to bring along two children under 7 years of age not occupying a separate seat or sleeping place.

2. Officials who carry out the control of passenger transport shall be entitled to free-of-charge usage of passenger transport in accordance with the procedure established by the government or its authorised institution.

Article 5. Right to purchase ticket with discount

1. The right to purchase single ticket for using distant regular communication buses, passenger trains and single or monthly nominal ticket for using local (urban and suburban) regular communication buses and trolleybuses, regular communication boats and ferries with 80 per cent discount is granted to disabled children, disabled persons of category I, persons who are ill with diseases included in the list drawn-up by the Ministry of Health and whose treatment constantly requires haemodialysis and to their escort (one escort for one person), as well as to participants of resistance to 1940-1990 occupations - military volunteers who have reached 70 years of age or older.

2. The right to purchase single ticket for using distant regular communication buses, passenger trains and single or monthly nominal ticket for using local (urban and suburban) regular communication buses and trolleybuses, regular communication boats and ferries with 80 per cent discount is granted to:

1) disabled persons of category II;

2) participants of resistance to 1940-1990 occupations - military volunteers under 70 years of age and participants of fights for liberation;

3) persons who have suffered from 1939-1990 occupations - political prisoners and exiles and former prisoners of ghettos, concentration camps and other types of suppression camps;

4) defenders of independence of the Republic of Lithuania who have become disabled due to Soviet Union aggression during January 11-13, 1991 and at later times;

5) family members of the perished defenders of independence of the Republic of Lithuania who have suffered from Soviet Union aggression during January 11-13, 1991 and at later times;

6) persons 70 years of age and older.

3. The right to purchase single or monthly ticket to use passenger trains with 50 per cent discount is granted to day students studying at universities, colleges and vocational education establishments from September 1 to July 1.

4. The right to purchase single ticket to use distant regular communication buses, passenger trains, regular communication boats and ferries with 50 per cent discount is granted to children from 7 to 10 years of age.

5. The passenger bringing along several children under 7 years of age in distant regular communication buses, local (urban and suburban) regular communication buses and trolleybuses, passenger trains, regular communication boats and ferries are granted the right to purchase single ticket for the third and other children under 7 years of age with 50 per cent discount.

6. Daytime students studying at universities and colleges, daytime pupils at general education schools and daytime students at vocational education establishments shall have the right to purchase tickets to use local (urban) regular communication buses and trolleybuses with the following discounts:

1) 80 per cent - for those purchasing monthly nominal ticket;

2) 50 per cent - for those purchasing single ticket.

7. In accordance with the procedure established by the municipality, the latter can additionally allow persons belonging to other categories to purchase tickets with discount, as well as to purchase tickets with discount on certain days of the week or at certain time of the day. Municipalities shall cover the cost in relation with these discounts from their budget means.

Article 6. Reimbursement of transportation expenses for pupils, inmates of children's care institutions and students

1. Municipalities on whose territories there are education establishments, according to their established procedures shall compensate for transportation expenses to:

1) pupils at general education schools, students at vocational education establishments and pupils at additional development institutions living in the rural areas, who during the working days of those schools or institutions travelled to school or institution within the distance of up to 30 km and back following the route specified on the student identity document by local (suburban) regular communication buses, distant regular communication buses, passenger trains and regular communication boats and ferries; this privilege shall be granted to pupils studying at additional development institutions also on days off.

2) orphans and children left without parental care living at children's homes and special children's care and development homes, pupils living at dormitories of boarding schools and other general education schools and vocational education establishments who travelled following the route specified on the student identity document by local (suburban) regular communication buses, distant regular communication buses, passenger trains and regular communication boats and ferries.

2. Schools and educational establishments can reimburse up to 50 per cent of expenses for travelling by distant regular communication buses from September 1 to July 1 for daytime students at universities and colleges and students at vocational education establishments, according to the routine established by their founders.

Attention to foreign students: Discounts apply only with the ISIC card.
